KARNATAKA PUBLIC SERVICE COMMISSION, BANGALORE
The Public Service Commission was constituted under the provisions of the Constitution of India on 18-05-1951. In accordance with the provisions of clause 14 of the Public Service Commission Regulations 1950, the staff of the Public Service Commissioner as it stood on 18-05-1951, was continued as the nucleus of the staff of the Public Service Commission.
The Office of the Central Recruitment Board which was a part of Mysore (Now Karnataka) Government Secretariat followed the Government Secretariat Manual, for office procedures. This was continued even in the office of the Public Service Commissioner and later in the office of the Public Service Commission with necessary notifications to carry out recruitment and conduct of Competitive Examinations, Departmental Examinations etc.,
In accordance with clause-III of the Mysore Public Service Commission, Regulations 1950, His Highness was pleased to appoint Sri. H.B. Gundappa Gowda, as Chairman, Sri George Matthan, and Sri H.M. Mallikarjunappa, as Members of the Commission. The Chairman and Members assumed charge on the 19th, 23rd and 25th May 1951, respectively. Since then, 13 Chairmen and 67 Members have been appointed to the Commission by Government.
FUNCTIONS:
Departmental Examination:
The Commission conducts the Service/Departmental Examinations prescribed for Government servants as specified in the Karnataka Public Service Commission(Conduct of Service Examination) Rules, 1965 and Karnataka Civil Services (Service and Kannada Lanuage Examinations)Rules, 1974 twice a year i.e., 1st session between January to June and 2nd session between July to December every year. The Examinations will be conducted in accordance with such syllabus specified in any general or special orders of the Government.
The Departmental Examinations are conducted twice a year in three stages. Some 4 subjects of the examinations for which applications are large in numbers are conducted in all the Districts in the 1st stage. Some various other subjects for which applications are small in numbers, the examinations are conducted in selected 9 Districts in the 2nd stage and also some of the subjects of examinations conducted in Bengaluru only in the 3rd stage. The state Government servants working in New Delhi and All India Service Probationers are allowed to appear at Karnataka Bhavan, New Delhi and at Lalbahadur Shastri Academy at Mussorie.
The Commission conducts Examination in two sessions. The Commission publishes a notification in Karnataka Gezette before two months prior to the date of holding examination calling for applications to be submitted online. A news item, indicating the publication of result, date of next examination, the last date to submiting the applications are also published in two major daily news papers which are having wide circulation in the State.
The examinations are conducted in conventional type for 19 papers of 13 various subjects with the system of central valuation and 98 papers of 63 various subjects are conducted in objective multiple choice type(OMR). Details of these subjects are published in the instructions to candidates appended to this information.
ADMISSON TICKETS: Candidates are informed to download the Admission Tickets through Commission’s website well before the commencement of examination. The admission tickets will not be sent by the Commission separately to candidates. Candidates are advised to preserve the admission ticket for future reference, since duplicate of the same will not be issued later.
VIVA-VOCE: A Kannada Viva-Voce test will be conducted to those candidates who gets the eligibility through written examination in Kannada Language at five centres including Commission’s Head Office at Bengaluru and other four centres where Commission’s regional offices/district offices are functioning at present.
ANNOUNCEMENT OF RESULT: The result of every examination specifying the register numbers of the successful candidates in the examination will be published by the Commission, in Commission’s official website viz., http//kpsc.kar.nic.in and also in the Karnataka Gazette. A certificate will be issued to the successful candidates under the signature of the Controller of Departmental Examinations. No separate marks statement will be issued to any candidates as the marks will be published in the Commission’s website along with the result.
RETOTALING OF MARKS: A candidate who has failed in any subject/paper may apply for retotalling of marks within 30 days of publication of results, by paying a sum of ` 100/- as fee for each subject through Indian Postal Order. It is to be noted that there is no provision for revaluation of the answer scripts under the departmental examination rules.
Consultation Branch:
This section deals with the following matters where Commission’s opinion is sought by the State Government under the Karnataka Public Service Commission (Consultation) Regulations, 2000 and Rule 214 of the Karnataka Civil Service Rules :-
1. Promotions to be made in accordance with the provisions of the Karnataka State Civil Service (Regulations of Promotion, Pay and Pension) Act 1973.
2. Proposes to pass an order on an appeal, or to modify an order in revision or on review on any disciplinary matters.
3. Proposes to pass an original order imposing any of the penalties specified in clauses (v) to (viii) of Rule 8 of the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957.
Provided that it shall not be necessary to consult the Commission in any case involving disciplinary matters affecting a person serving in connection with the affairs of the State, where the inquiry is conducted by the Lokayukta or the Upalokayukta or where the recommendations are received from the Lokayukta or the Upalokayukta, as the case may be.
To facilitate expeditious disposal of proposals involving disciplinary and promotional cases, concerned departments of Government are required to furnish documents/information in the checklist as prescribed in the Government Circular dated 27th August 1999 (Please see Annexure A).

1. Preparation of Annual report of the commission.
2. Furnishing information for Half Yearly News Letter published by the Union Public Service Commission.
DIRECT RECRUITMENT BY SELECTION
The Karnataka State Civil Services(Direct Recruitment by Competitive Examination and Selections)(General) Rules, 2006
The provisions of these rules apply to all posts in Group-A Group-B, Group-C and Group-D which are to be filled by direct recruitment for which no special or general rules have been made prescribing method for such direct recruitment.
Recruitment under these rules are made on the basis of marks secured in the qualifying examinations and interview for Technical Posts and on the basis of marks secured in the Competitive Examinations and interview for Non-Technicalposts.The Competitive Examinations will be of Objective Type Multiple Choice.
On receipt of the requisition from the Government/Department, Commission scrutinizes the proposals of the Government/Department with reference to the Cadre and Recruitment Rules of the Department, which govern the recruitment to such posts and also for satisfying the classification of vacancies reserved for SCs, STs and other Backward Classes.
The Commission openly advertises by a notification in the Karnataka Gazette and in the widely circulated news papers specifying the conditions of eligibility, nature of competition, provisional number of vacancies to be filled, reservation in favour of Scheduled Castes, Scheduled Tribes and other backward classes and all other relevant particulars.
As per these rules, to qualify for the interview, candidates have to first qualify in the Compulsory Kannada Language Examination conducted by the Commission. However candidates who have passed the SSLC examination or any examination declared as equivalent thereto by the State Government or any examination higher than the SSLC examination in which Kannada is the main language or the second language or an optional subject(but not one of the subjects in a composite paper) or if they have studied and passed in Kannada medium, or have passed the Kannada language test conducted by the Commission earlier. in accordance with these rules are exempted from passing the Compulsory Kannada Language Examination.
